It is not an Investment Plan. Its like term insurance without any maturity/survival benefits i.e. Nominee of the policy will receive Sum Insured if the insured person die in an accident or in case of partial/full disability.

When I approached a bank to enroll to these policies, bank official said if I already have a policy then at the time of claim (if any) then I cannot do against PMSBY and the other one. Is it true

Sorry i could not understand properly. As i understand you are referring to multiple policies under PMSBY. You can avail only single policy.

In my opinion, you cannot join still you can check the terms and conditions of the policy. Depending on the nature of disability, you may be eligible.

I’ve permanent disability certificate of 60% from government hospital. Will that be enough?

It depends on the under writing by insurance company. You may apply and provide all the details in proposal form and wait for decision of bank/insurance company.

My father enrolled to this scheme in May through auto debit by Allahabad bank. He had low eye vision at that time. But around November he lost his complete vision (both eyes) and doctors says its permanent. There is almost no chance of getting vision back. Now he has 100% disability wrt sight. He has a disability certificate for the same issued by District CMO. Can he claim insurance payment under PMSBY? His disability was gradual, not accidental. Please suggest me, should he apply for claim or not?

You can claim the sum insured of 2 lakh for Permanent Total Disablement. Only point is whether symptoms of this condition (Low Eye Vision) exist at the time of availing policy or not. Secondly, if symptoms exist then whether your father declared this at the time of availing policy or not.

Pradhan Mantri Suraksha Bima Yojana is a General Insurance policy issued by ICICI Lombard General Insurance Company Ltd. Whereas jeevan jyoti is life insurance policy therefore it cannot be downloaded from the link shared by you.

There must be similar link provided by ICICI Lombard General Insurance Company Ltd. You may ask bank or ICICI Lombard to share the link. Your Group Policy Number is 4005/102417353/00/000

Pradhan Mantri Suraksha Bima Yojana is a Personal Accident Insurance Scheme. Death due to heart attack is covered under Life Insurance. Therefore, you cannot claim the policy benefits.
